WW Construction Contract (Pvt.) Limited (“WWCC”) was founded to provide the construction and engineering communities with construction contract administration services on a consultant basis. Over the years our team has been involved in a wide range of pre-construction, construction and post-construction services to different clients, main contractors, sub-contractors, and materials suppliers.
We recognise that risk can never be completely eliminated from a construction project. However our aim is to use our expertise and experience to identify and manage risk and to reduce the adverse effects of the unexpected events and unforeseeable circumstances that characterize construction projects of all sizes in Pakistan.
In construction industry of Pakistan, the contracting parties, quite often, are not well aware of their basic contractual rights and the responsibilities. This obstructs the contracting parties to get benefited from many of the facilities (in terms of money and/or time), for what they were contractually entitled to. In this respect, WW Construction Contract provides a complete solution oriented package in which our valued clients will be served with fullest opportunities to get facilitated from their worthy rights set out in the contract.
We will serve as your contract manager and/or consultant and take your project from preliminary stage through estimating, obtaining permits, construction and the myriad of details encountered on the way to completion and occupancy. We are experienced in all phases and types of commercial and industrial construction. Raja Waqar Ahmed, ACIArb
Managing Director / CEO
Mr. Waqar Ahmed, Contracts and WRM Professional, having post graduate degree in Water Resources Management from University of Agriculture, Peshawar Pakistan. He has sound experience in construction industry and water resources development projects. Mr. Waqar has comprehensive experience of construction contracts, construction varied works administration, claims management (EoT and Cost), project planning, project monitoring and evaluation.
He has rendered his services in government organization and multinational corporation. He worked in WWF-UNDP Project, Department of Irrigation and Small Dams and China Gezhouba (water and power) Group Corporation. He worked for the Employer, public policy makers and the Contractor on different projects. Mr. Ahmed has been involved mostly in construction and public sector development projects which includes; Hydroelectric, Tunnels, Water Control Structures, Water Storage Tanks, Irrigation Channels, Check Dams, buildings and residential colonies.
During his employment with CGGC, he has worked in one of the largest projects of Pakistan. He worked closely with subcontractors to insure they are in compliance with contractual requirements and to coordinate the timely execution of contract documents, bonds and other relevant agreements. As an integral part of project team, Mr. Ahmed has been involved in preparing close out manuals including all warranty documents and operations & maintenance information.
His working ambit including, Contracts Administration (FIDICs & others), Project Proposal, Pre and Post Tendering Process, Drafting Lease and Subcontract Agreements, Varied Works Administration, Construction Claims preparation and substantiation, Contractual correspondences with projects stakeholders, Field Monitoring, Progress Reports, project handing and taking over matters and IPCs.
Mr. Waqar is also rendering his services as a freelancer for drafting legally bound contracts i.e. services agreement, employment contracts, back to back agreement, partnership agreements, lease agreements other legal/contractual documents.
He has professional affiliation with the International Water Association (IWA), Gender and Water Alliance (GWA), Society of Integrated Water Management (SIWM).
Dugald Finlayson
Sr. Adviser (Contracts)
Mr. Dugald Finlayson has more than 35 years of experience in the construction industry. Through his experience, Mr. Dugald has filled many positions on projects both in-house and on-site. He has worked at senior and middle management level in different capacities including Managing Director, Commercial Manager, Director, Associate, Senior Surveyor etc. He has acted as quantum expert in a number of expert reports in both arbitration and litigation. The expert reports have included E&M, civil engineering and building projects. He has also been cross examined as a quantum expert. During entire period of his professional career, his duties were; preparation of variations, EOT claims and associated costs, reporting construction issues to BODs, responsible for all procurement and post contract activities, liaising with consultants to ensure projects delivered on time and within budget. His working experience in different countries included Abu Dhabi, United Kingdom, Nepal, Pakistan, Mongolia, Ethiopia, Myanmar, People Republic of China, Hong Kong and Macau has been a remarkable and versatile exposure to his career.
Mr. Dugald is part of WWCC as a Senior Adviser/Contract Specialist. He is involved with critical aspects of every project including the selection of the project team, scheduling assistance, quality management and site requirements review to insure a good start out of the ground. He is also owning two companies namely Asia Construction Associates Limited and Jade Zeal International Limited (JZIL) that are in collaboration with WW Construction Contract (Pvt.) Ltd.
Mr. Dugald is a member of the Royal Institute of Chartered Surveyors. He knows a number of languages including Conversational in Cantonese, Mandarin and English.
Liaqat Hayat, PE
Contracts Specialist
Mr. Liaqat Hayat; BSc (Civil Engineering); having more than 50 years of experience in design, project management and engineering procurement/ contracts in Pakistan and abroad. Through his professional working experience, he has filled many positions at senior management level like Contract Expert at NESPAK, Head (project & contract management) at ECI, Adviser (Contracts) at Astaldi Ferrocement, Contracts Manager at Redco Group W.L. L. and General Manager at NESPAK.
His working experience mainly includes preparation of Engineer’s estimate, preparation of bidding documents / Request for proposal, evaluation report preparation and later post contract matters from contractual issues including extension of time and prolongation cost claims to dispute resolution. He has taken one and a half years Post Graduate Industrial Training in United Kingdom for studies related to Concrete Structures, Planning and Contract Management Aspects.
Apart from his diversified working experience and professional capabilities, Mr. Liaqat has many professional affiliations. He is a member and registered Professional Engineer of Pakistan Engineering Council. He is a member of Chartered Institute of Transport, Pakistan (M-1090). He has worked in various countries around the world like Kuwait, Kazakhstan, Pakistan and Iran.
Mr. Liaqat takes keen interest in Dispute Resolution work through Adjudication and Arbitration including voluntary participation in similar forums. Apart from this, Environmental matters particularly waste water recycling, solid waste management and rainwater Harvesting, constructed wetland are also his subject of interest in extra time. The other point of interest is travelling and lastly activities relating to Capacity Building and Training activities for Practising Engineers.
Currently, Mr. Liaqat is in close association with WW Construction Contract (Pvt.) Ltd. as a Contract Specialist and he has extended his helping hand to render his services for any particular project or a period and also provide online advice as and when necessary.
Waqas Ahmed
Executive Director
Mr. Waqas Ahmed is a graduate engineer having international experience of construction contracts and claims for client and contractor. He has worked with multinational construction companies on significant construction projects. He has worked both for the construction consultant as well as the contractor on different assignments. For brief periods, he worked with National Engineering Services Pakistan (NESPAK) and Energy China- China Gezhouba Group Corporation. He has been involved in the process of recruitment for hiring senior/middle management and technical staff.
He had a tremendous academic background. His master degree in Project Management further strengthens his professional capabilities in the field of construction projects. He knows very well how to apply the acquired knowledge and skills into practical implementation.
Mr. Ahmed has ample experience in Pre-tendering (PQ & Bid ) , Post-tendering (IPCs, claims , variation settlement, contractual correspondences & advises). Construction Cost control / rates analyses. Preparation, presentation & Settlement of construction Claims / EOT Claims. Furthermore, he has a vast and versatile writing experience of Employment/job agreements, Security Service Agreements, Independent Contractor Agreement, Event Contract Agreement, Partnership/Joint Venture Agreements, Company Contracts and Sub-contracts, Lease Agreements, Power of Attorney, Bank Guarantees, Expression of Interest, Handing over, Taking over Certificates, Authority Letters and Contractual Letters. As a result of his committed services, he has been awarded with Outstanding Foreign Employee of the Year 2013 on January 29, 2014. During his job in China Gezhouba Group Corporation, as an incentive, the management arranged a China Visit for him from 26 December 2015 to 07 January 2016.
Apart from his diversified working experience and professional capabilities, Mr. Ahmed has multiple professional affiliations. He is an Associate Member of Chartered Institute of Arbitrators, London, United Kingdom. He is a member of International Association of Engineers Hong Kong. He is registered Engineer by Pakistan Engineering Council. Additionally, he is a life time member of Pakistan Engineering Congress.
Dr. Muhammad Attiq Tahir
Sr. Legal Adviser
Mr. Attiq Tahir completed his PHD degree in Human Rights with a comparative study of Shariah. Mr. Attiq has hands-on experience of teaching and research along with legal practice and consultancy for more than 30 years. He has court experience in civil and criminal Laws and is currently involved in Arbitration, corporate, Service matters, Family Laws, pre-trial work, and drafting legal opinions. His research areas of interest are Human rights, Legal Philosophy, Family Laws and ethics. He has more than 30 research papers to his credit.
Mr. Atique has also published a book with the title “Dignity Of Person- Concepts and Implications (A comparative Study of Shariah and Law)”
Mr. Attiq is part of WWCC as a Senior Legal Adviser. He is currently involved in Arbitration, corporate, Service matters, Family Laws, pre-trial work, and drafting legal opinions.
Muhammad Shahbaz Khan
General Manager (Works)
Mr. Shahbaz is an enthusiastic professional with more than 12 years of experience in civil engineering field. He worked on various construction projects mainly in the province of KPK and AJ&K. He has expertise in latest engineering tools, Planning & cost evaluation techniques including Auto CAD, Primavera P-6, MS Project, MS Office. Mr. Khan has managed a number of critical and challenging projects from initial stage to implementation/completion stage. These projects include the following:

His working experience mainly consists of Rate analysis and Variation orders (Non BOQ items) processing, Making of Shop Drawings, Preparations of commercial claims, Preparation of financial and physical Progress analysis, Preparation of Work Schedules, Preparation, submission and taking approval of Company Bills/IPCs from client and consultants, Reviewing drawings and specifications.
Mr. Khan is currently working in WWCC as General Manager (Works). His duties are; planning, developing, and directing all commercial activities through defining the strategic objectives and cascading these to the business plans and ensuring flawless execution of project(s) to provide maximum profit and return on the invested capital.
